How public administrations can responsibly design, pilot and scale human-centered AI in employment services, from initial exploration to sustainable practice.

Public employment and social services face increasing caseloads, limited resources and rising expectations, while operating in highly regulated and socially sensitive environments.

Drawing on real-world pilot and implementation experience with public employment services, including Vantaa in Finland, this conference shares practical insights on how to introduce AI within human-led employment workflows without replacing professional judgement or undermining public values.

The focus is on governance, bias and data protection considerations, organisational and contractual realities, and how administrations can progress from initial exploration to formally governed pilot and scalable practice.

Roger Cohen

Founding Director of OrientaEuro

Roger Cohen is the founder and director of OrientaEuro, a Brussels-based social enterprise designing and implementing Active Labour Market Programmes in partnership with Public Employment Services and social institutions.

With over a decade of experience working across diverse jobseeker populations, he combines programme design, organisational innovation and digital transformation. His work bridges operational employment practice with the responsible use of AI within regulated public sector environments.

He works alongside public institutions on the continuous improvement of employment support practices, combining programme design, organisational innovation and responsible AI integration.

Coaching process

The process starts with an individual meeting with a job coach, covering the essential foundations of job searching: updating your CV, clarifying your short-term professional objective (realistic and accessible employment or training) with an action plan, completing your MyActiris profile, and identifying jobs and training aligned with your skills.

Once this stage is completed, you move into practice through analysing job offers, writing cover letters, preparing for job interviews, and receiving support in reviewing your applications. You also gain access to workshops and content on various topics, ranging from strengthening self-confidence to gaining a better understanding of AI.
